Building a Multi-Layered Life Safety Network Across Individuals, Families, Enterprises, and Communities
— ALLCPR Releases Social Safety Infrastructure (SSI) White Paper

SAN JOSE, CA – April 19, 2026 – ALLCPR officially released its Social Safety Infrastructure (SSI) White Paper at the University of San Jose (USJ). As the highlight of the event, Dr. Claude Wang, Chairman of ALLCPR, delivered a keynote speech introducing the SSI framework and its significance for the future of public safety.
The event brought together representatives from Silicon Valley’s technology and healthcare sectors, as well as overseas Chinese business leaders from Chengdu and Southern California, fostering a cross-sector dialogue on the future of life safety systems.

From Service to Infrastructure: A Paradigm Shift
In his keynote, Dr. Wang emphasized that many preventable deaths occur not due to a lack of medical resources, but due to the absence of a timely response during the “golden minutes” following an emergency.
“Safety should not be treated merely as a service—it must be built as infrastructure,” he stated.
He introduced SSI (Social Safety Infrastructure) as a new paradigm designed to address this gap. The framework is built on three core capabilities:
- Prevention – Reducing the probability of risk
- Response – Minimizing reaction time
- Rescue – Improving survival outcomes
Together, these elements form a structured system that enables effective intervention before professional emergency services arrive.
A System, Not a Service
The SSI framework integrates multiple societal layers—individuals, families, enterprises, and communities—into a distributed, networked, and intelligent life safety system.
At its core, SSI operates through three foundational mechanisms:
- Standardization – Ensuring consistency and scalability
- Network – Connecting people, equipment, and resources
- Intelligence – Enabling real-time decision-making through AI
The White Paper also highlights the transformative role of artificial intelligence. Through three key components—AI Instructor, AI Dispatcher, and AI Monitoring—SSI aims to shift emergency response from human-dependent actions to system-driven coordination, significantly improving efficiency and outcomes.
ALLCPR: From Training Provider to Infrastructure Builder

As a leading practitioner of the SSI model, ALLCPR has rapidly expanded its footprint across the United States. The organization has established over 160 training centers across 35 states, training more than 7,000 individuals per month, with the total number of trained individuals exceeding 100,000 to date.
This network forms the foundation of a scalable life safety system, transforming CPR training from an individual skill into a distributed societal capability. Looking ahead, ALLCPR plans to further deploy SSI across enterprise and community environments while exploring city-level implementations of integrated safety infrastructure.
A Milestone Toward a Safer Society
The release of the SSI White Paper marks a critical step in transitioning from a conceptual framework to real-world implementation. It introduces a new model for public safety—one that is measurable, scalable, and system-driven.
As global societies face increasing complexity and risk, SSI offers a forward-looking approach to building resilience—not just through technology or services, but through infrastructure designed to protect life itself.
Closing Statement
ALL of us should learn CPR—but more importantly, we must build a system that makes it work.
