Preface
As a Primary Licensed Training Provider of the American Red Cross, ALLCPR is committed to promoting community first aid training chains across the United States. Currently, ALLCPR has established 130 community first aid training centers across 30 states, training nearly 5,000 people per month while also supplying first aid products, achieving significant social and economic benefits.

Based on ALLCPR’s experience in community first aid, we have summarized the ALLCPR PSMC Four Assistance First Aid Principles to help more people acquire life-saving skills for both self-rescue and mutual aid in critical situations.
Principle 1: Preventive Rescue (Zero Assistance) – Strengthen Prevention to Avoid Emergencies
Prevention is better than cure. Taking effective measures before a crisis occurs can reduce emergency risks. Keep the following key principles in mind:
- Maintain a healthy lifestyle
- Cultivate a positive mindset
- Be equipped with essential first aid supplies
- Learn basic first aid knowledge
The most crucial point: Be prepared before emergencies happen.
Principle 2: Self-Rescue – Master Essential Skills, Carry First Aid Supplies, Maintain a Calm Mindset
Life is full of uncertainties, and learning self-rescue is critical:
- Always carry personal first aid supplies
- Ensure smooth communication during emergencies
- Remember the “Golden 4 Minutes” Rule and the “12-Second Rule”
- Pay attention to physical discomfort signals and seek help or medical attention in time
Principle 3: Mutual Rescue – Seek Help and Help Others
No matter how strong an individual is, everyone needs assistance at some point. Learning CPR enables us to help others and receive help when needed.
“I learn CPR to save my friends; my friends learn CPR to save me.”
During emergencies, we not only provide assistance to others but also encourage others to assist us.
Principle 4: Collective Rescue – Build a First Aid Ecosystem and Foster a Rescue Community
Establishing a first aid support network in communities, organizations, and families can collectively improve emergency response capabilities.
- Community: Form community first aid volunteer teams to provide CPR patrol services at public events.
- Companies & Industry Organizations: Set up group first aid volunteer teams to promote CPR training within workplaces and associations.
- Families: Encourage family members to learn first aid, creating a family-based first aid team to support each other in emergencies.
We must actively promote a three-tiered first aid ecosystem integrating communities, organizations, and families, enhancing society’s overall first aid capabilities.
About ICCPRA
The International Community CPR Alliance (ICCPRA) was founded by Gosvea (San Jose University Education Group) under the Public-Private Partnership (NPO + LP) model, combining non-profit organizations (NPOs) with for-profit enterprises (LPs) to promote CPR awareness in communities.
ICCPRA’s Main Objectives:
- Help CPR trainees establish community, group, and family first aid volunteer teams
- Collaborate with USJ to provide public emergency aid services
- Empower CPR responders and promote first aid education
About ALLCPR
ALLCPR (All of Us Should Learn CPR) is a community-based first aid training network established by Gosvea (San Jose University Education Group) under the NPO + LP model. It is committed to community CPR training and first aid product supply.
